[FLASH-USERS] Minor gr_maxRefine issue, not saved for restarts

Hi all, it looks like the variable gr_maxRefine, which is used to enforce a
refinement maximum that is less than lrefine_max, is not saved between
restarts. I've written my own modification where I set gr_maxRefine by hand
upon a restart, but in principle I think this variable should be saved in
the checkpoints. I realize that lrefine_max can be set in a restart to
whatever the maximum refinement is in the last checkpoint, but that
requires actually knowing what value gr_maxRefine was upon termination, and
also prevents one from later increasing gr_maxRefine (if one so desires).

I humbly request that this variable be saved in the checkpoints.
