Actually, such small values of je can (and will) occur when the Grid unit 
is filling guard cell regions in the corners of blocks.  PARAMESH 4 makes 
separate calls (indirectly) to Grid_bcApplyToRegion[Specialized] for 
corner regions.  So an implementation of Grid_bcApplyToRegion[Specialized]
should not make any assumptions about the size of the region in the second
(and third) direction.
