[FLASH-USERS] FLASH v4.8 Release

Dear FLASH Users,

The Flash Center Code Group is excited to announce the public release of 
an updated version of the FLASH code, version 4.8!

This update has a significant amount of changes from FLASH 4.7.1, and a few bug fixes. 

The release is available as a tarball, FLASH4.8.tar.gz, at the usual
location on the Flash Center website, https://flash.rochester.edu <https://flash.rochester.edu/>

The updated RELEASE-NOTES file is attached.
