[FLASH-USERS] delaying particle initiation

Hi Ryan,

Yes, I see that this addresses the issue of evolving the particles after
they're initiated, though it doesn't address the issue of their
initialization. However I think that it points me in the right direction. I
think what I need to do is write my own Particles_initData.F90 which does
what I want it to.
